Restricted Shipping Locations for Kratom: 2025 Update – Top Tree Herbs

Why Can’t We Ship Kratom to Your Location?

To understand why we can’t ship kratom to your city, county, state, or country, you first have to understand our mission as a company. On top of our goal to make really, really good kratom tea, we founded Top Tree Herbs to reduce the stigma surrounding kratom products and the people who use them.

We believe prohibition does far more harm than good, and we want kratom to be safely and legally accessible around the world. To achieve this goal, we need to shift the public’s perception of kratom.

And part of shifting public perception is showing the world that kratom businesses can operate transparently, responsibly, and according to legal codes. That’s why we comply with all local, state, federal, and international laws—even the ones we don’t agree with.

Why Is Kratom Restricted in Some Areas?

Laws regarding kratom vary widely across the country. Many states have enacted laws to ensure kratom products are manufactured, labeled, and sold with consumer safety in mind. On the other hand, some states and municipalities have enacted laws that prohibit the sale, possession, or shipment of kratom.

These laws may be based on local policies, regulatory concerns, or outdated misconceptions about kratom’s effects. Many of these bans were enacted during a wave of state-level restrictions that the FDA pushed for a decade ago without reasonable scientific evidence.

  • Some localities prohibit both the sale and possession of kratom.
  • *Denver previously banned the sale of kratom labeled for human consumption. Recently, the city decided not to enforce this law, as the CO state government passed an age restriction for kratom sales and is now working to enact stronger regulations.
  • **Some cities like Lockport, IL only ban the local sale of kratom, and they don’t criminalize kratom possession—residents are allowed to purchase kratom online or in a nearby city .

Additionally, there are a few countries in North America and across the pond that restrict the sale of kratom:

  • Canada: While selling kratom is not illegal in Canada, the country does not allow the sale of kratom labeled for human consumption. Remember, kratom laws can change quickly—we do our best to keep this list up to date, but there may be new regulations and kratom shipping restrictions that aren’t in the list above.

Recent Progress in Overturning Kratom Restrictions Across the U.S.

Many of the states that have banned kratom have since attempted to overturn their prohibitionist kratom laws. Unfortunately, many remain stuck in regulatory limbo. Even in places where progress is being made—like Vermont, where officials recently started the process of removing kratom’s active alkaloids from its Regulated Drug Rule—the path to legal access can be slow.

What Can You Do?

While unfortunately there aren’t typically short-term solutions to help you access kratom if you live in a restricted area, there are ways to create change in the (hopefully not-too-distant) future:

  • Advocate for prohibitionist laws to be repealed. Reach out to local representatives and let them know why kratom should be legal and accessible.
  • Support kratom advocacy groups. Organizations like the Global Kratom Coalition (GKC) and the American Kratom Association (AKA) work to push for state-level regulations that can protect consumers, which ultimately prevents bad companies from entering the market.
  • Share your experience with others.* Many bans were enacted due to misinformation. First impressions matter—that’s part of the reason we make kratom tea bags, because they make a great first impression! Educating others (from friends to local lawmakers) about kratom’s actual effects can make a big difference when kratom-related legislation is put on the table. *Be cautious when posting about kratom on social media, because these platforms have restricted people’s ability to search for or create kratom-related content.
